EFPA Welcomes the European Commission's Report on the Public Consultation on the Action Plan against Cyberbullying

January 2026—The European Federation of Psychologists' Associations (EFPA) welcomes the European Commission's Report on the Public Consultation on the Action Plan against Cyberbullying.

The findings of the public consultation confirm what psychological research has long demonstrated: cyberbullying poses a significant risk to mental health, wellbeing, and social inclusion with significant impacts on children, adolescents, and young adults.

The consultation process took place to ensure that the Commission considers the perspectives of all relevant stakeholders, by transparently gathering their views, arguments and underlying information and analysis on risks, gaps and measures required at the EU and national levels to develop an effective EU action plan against cyberbullying.

EFPA welcomes the call for a common EU definition, strengthened prevention and digital literacy measures, improved reporting mechanisms, and integrated support for victims. Psychological expertise is essential to ensure that prevention, intervention, and rehabilitation are evidence-based, developmentally appropriate, and trauma-informed.

In October 2025 EFPA submitted a statement to the European Commission's consultation process on the Action plan against cyberbullying. In it, EFPA supported the EU’s Action Plan against cyberbullying, and recommended an evidence-based, inclusive approach that embeds psychological expertise in prevention, digital literacy, victim support, safer online design, and rehabilitation to protect young people’s mental health.

In line with this and the Federation's six policy priorities on digitalisation EFPA will continue to contribute with scientific evidence, professional guidance, and good practice to support the development and effective implementation of the Action Plan across Member States, in close cooperation with EU institutions, civil society, and digital service providers.
